CDBU Code of Ethical University Governance

The Code of Ethical University Governance was written by Professor Steven Jones on behalf of the CDBU, and is the first code built on academic research. Drawing on interviews with current and former governors at over forty universities, it was refined through a consultation that received 129 responses and extensive engagement with individuals and organisations across the sector. The Code helps governors – whether lay members, students, or staff – better understand and enact their role, while encouraging governing bodies to embrace cultures of full accountability and transparency. 

 

Underpinning the Code is the principle that governing bodies play a vital role in affirming higher education as a prized public asset. Governors are encouraged to act as ambassadors for their sector, promoting their universities to society at large and providing assurance that resources are spent fairly, openly, and in ways that maximise educational value. The need for governors to be scrupulous and to uphold the highest standards of public, organisational, and academic life is particularly acute during periods of financial pressure and political mistrust. Effective university governance goes beyond policy and process: it creates a collegial space where principled, collaborative, and exemplary decision-making can flourish.
